Programs that are responsible for developing, maintaining and protecting sources of water for the community water supply system including surface water sources such as catch basins, lakes, rivers, reservoirs and other bodies of water that are open to the atmosphere and subject to surface runoff; and aquifers (natural underground layers, often of sand or gravel, which contain water) or other groundwater sources. Most public water systems with groundwater sources pump and treat groundwater from wells, which are drilled into the ground to capture water flowing below surface level.
